Beat the eggs in a bowl add milk salt and black pepper and stir
Remove seeds from peppers and dice peppers into small cubes
Dice onions into small cubes
Add in onions and peppers to egg mixture
Heat oil in a nonstick pan on medium heat
Pour egg mixture into the pan and twirl the skillet to evenly cover the bottom
Cook egg for 1 minute until eggs start to set
Lift edges with a spatula and tilt skillet so that the uncooked eggs runs towards the bottom to set
Carefully flip the omelette and cook for 30 seconds to 1 minute
Fold the omelette and serve garnished with chives
